Dr. Ke stated that as a national-level expert, an off-campus doctoral supervisor at Harbin Institute of Technology, and a veteran in the battery industry with more than 30 years of R&D experience, half of which was in research institutions and the other half in battery enterprises, it must first be acknowledged that the current lithium-ion batteries that users can afford for electric bicycles mainly contain organic liquid electrolytes and are clearly defined by the state and industry as "dangerous goods." They require vehicles with dangerous goods transportation qualifications for logistics and transportation, and it is necessary to clearly communicate to users and consumers to use and manage them as dangerous goods.

2. Battery enterprises should take the main responsibility for the safety of electric vehicles and provide high-quality battery products and in-room charging system solutions.

Dr. Ke stated that as a technical entrepreneur, in the context of the strong competition in the lithium battery industry four years ago, he still had the confidence to invest his "fortune" in entrepreneurship and has realized the successful matching of Kenergy New Energy's Kenergy lithium batteries with several leading enterprises after several rounds of industrial financing at the amount of hundreds of millions of yuan. 3. The contribution of lightweight electric bicycles to low carbon cannot be ignored. When social public resources are insufficient, various management plans should be implemented in parallel, and "conditional" in-room charging of lithium batteries can be implemented.

As a member of the Henan Provincial Political Consultative Conference and an advisor to government and industry management, Dr. Ke said that the lightweight of electric bicycles cannot be ignored in terms of the country's low-carbon strategy. Taking a 48Vlt 20Ah battery as an example, the new national standard electric bicycle has a range of more than 70 kilometers, while the range is only more than 50 kilometers with traditional lead-acid batteries, which means that lightweight energy saving is about a quarter. If China's 400 million vehicles all achieve similar lightweight, the annual energy saving is equivalent to the monthly electricity generation of the Three Gorges Dam. Recently contacted European customers even have clear requirements for carbon indicators on lithium battery products. Low carbon is the general trend. From the perspective of government management, even if all lead-acid batteries are used, the whole society still cannot meet all the charging resources needed for electric vehicles, because there is not enough public space to meet the charging of the whole vehicle, and the weight of lead-acid batteries determines that it is not convenient to take out the battery for charging in the charging cabinet or in the house. The electric vehicle industry will coexist with lead-acid and lithium batteries, and different users have different application scenarios and needs. The lightweight of lithium batteries has given birth to the development of the battery swapping industry, but if China's electric vehicles all follow the lithium battery car and battery swapping model, the society needs to invest 130 billion yuan in charging cabinets to meet the charging demand, which is difficult to meet and is also a waste of social resources. Therefore, high-quality lithium-ion batteries should be allowed to charge in the room under certain conditions, to solve the contradiction between the insufficiency of social resources and the huge demand of user groups. Lithium-ion batteries are not only widely used in electric bicycles, but also in electric wheelchairs, sweeping robots, portable outdoor mobile power sources, etc., and these batteries are all charged in the room. Electric vehicle batteries cannot be charged in the room, but outdoor power sources and wheelchairs can be charged in the room, which is also a contradictory current situation. Dr. Ke suggests that the premise of high-quality lithium-ion batteries that can be charged in the room should be:

(3) Even if it burns, it can automatically control the risk in a simple charging box that can be extinguished.

The batteries and charging boxes that can be charged in the room should be certified by the country and the industry. But it is more necessary for enterprises to take the main responsibility, and at the same time, they should popularize the knowledge of dangerous goods to users and the popularization of illegal use of the legal system.

Dr. Ke's example of the safe use of dangerous goods: Gas and natural gas, gasoline, etc. are all flammable and explosive dangerous goods, but based on the correct understanding of danger, the guarantee of industry technology and products, and the popularization and strict implementation of regulations, we have basically ensured the daily peaceful and safe coexistence with gas and gasoline.
